Elsen Energy Consulting has been engaged by the Montgomery County Office of Consumer Affairs to represent the County in state energy proceedings and to provide advocacy at the state and federal levels. Elsen Energy advises the Department and County Council on implementation objectives and prioritization of regulatory issues. The firm assesses legislative and regulatory developments in regards to the impact on County ratepayers, attends hearings, drafts position papers, provides testimony and reports to the County Council and County Executive on recommendations for obtaining the lowest possible prices for energy while meeting high standards of environmental stewardship.
Over a five-year period, Ms. Elsen served as lead policy expert for Montgomery County on electric utility restructuring, representing the County on Maryland Public Service Commission roundtables and working groups, providing testimony at hearings and preparing positions on bills before the State Legislature and County Council. She participated in proceedings on environmental disclosure, renewable portfolio standard implementation, consumer education on electricity deregulation and consumer protection.
As electricity deregulation was underway in Maryland, Ms. Elsen conducted an analysis of issues for small to mid-sized manufacturing firms in her role as manager of the Maryland Center for Industrial Energy Efficiency. Ms. Elsen analyzed legislation, proposed regulatory measures and provided guidance to industrial sector clients on positioning for market power, aggregation, demand management, minimization of stranded cost recovery fees and options for competitive purchases.
